உடல்நலனுக்கு உணவுப் "பிரமிடு'!

அந்தக்காலத்தில் சக்கைப் போடுபோட்ட திரைப்படம் ""மாயாபஜார்''.

இந்தத் திரைப்படத்தில் மறைந்த நடிகர் ரங்காராவ் தம்முன் மலைபோல் குவிந்திருக்கும் உணவு வகைகளை ""கல்யாண சமையல் சாதம், காய்கறிகளும் பிரமாதம், இது கௌரவப் பிரசாதம், இதுவே எனக்குப் போதும், ஹஹஹஹா! ஹஹஹஹா!'' என்று ஆர்ப்பாட்டமாகப் பாடியவாறே அத்தனை உணவு வகைகளையும் ""லபக், லபக்'' என விழுங்குவார்.

இக் காட்சி காண்பதற்கு நகைச்சுவையாகவும், ரசிக்கத்தக்கதாகவும் இருக்கும். அத்தகைய பெருந்தீனிக்காரர்களுக்கும், உடல்நலனை உண்மையாகவே பேண விரும்பும் உடல்நல ஆர்வலர்களுக்காகவும், எவ்வுணவை, எம்முறைப்படி, எவ்வளவு உண்ண வேண்டும் என்பதைக் குறிக்கும் "உடல் ஆரோக்கிய உணவுப் பிரமிடை' மருத்துவ உலகம் உருவாக்கியுள்ளது.

இந்தப் பிரமிடில் உள்ளதைப்போல கீழே உள்ள உணவு வகைகளை அதிகமாகவும், படிப்படியாக மேலே உள்ளவற்றைக் குறைவாகவும் சாப்பிட்டால் உடல் ஆரோக்கியமாக இருக்கும் என்கிறது மருத்துவ ஆய்வு.

இந்தப் பிரமிடில் முதலிடத்தைப் பிடிப்பது காய்கறி, கீரைகள்தான். அதுவும் தினம் அரை கிலோ முதல் ஒரு கிலோ வரை உண்ணச் சொல்கிறது இப்பிரமிடு. இதைத்தான் தற்போது மேலைநாட்டு மருத்துவர்கள் ""நீங்கள் ஆகாரத்திற்கு காய்கறிகளைத் தொட்டுக் கொள்வதற்குப் பதிலாக, காய்கறி, கீரை சார்ந்த பொறியலுக்கு ஆகாரத்தைத் தொட்டுக் கொள்ளுங்கள்'' என்று நோயாளிகளுக்குத் தினமும் அறிவுறுத்தி வருகிறார்கள். இல்லையேல் ""சாதம் பாதி, காய்கறி பாதி'' என்ற அளவிலாவது தினமும் காய்கறிகளைச் சேர்க்கச் சொல்கிறார்கள்.

இவ்வாறு உண்பதன் மூலம் அவற்றில் உள்ள நார்ச்சத்து, நீர்ச்சத்து, வைட்டமின் சத்து போன்றவை அப்படியே கிடைப்பதால் உடல் ஆரோக்கியமுடன் விளங்குகிறது.

உதாரணமாக கேரட்டைத் தினமும் உண்பதால் கண்நோய், வயிறு, குடல்நோய், ரத்தக்குழாய் அடைப்பு, ஞாபகமறதி, வறட்சியான சருமம், மாதவிலக்கு வலி, ரத்த சோகை, மூட்டுவலி தீரும். பீன்ஸில் இரும்புச்சத்தும், நார்ச்சத்தும், புரதச் சத்தும் அதிகம் உள்ளதால் உடலிலுள்ள கெட்ட கொழுப்பைக் குறைக்கிறது.

முட்டைக்கோஸில் நார்ச்சத்துடன் பொட்டாசியம் உப்பும் உள்ளதால் ரத்த சுத்தியும், உடல் சுத்தியும் கிடைக்கிறது. நார்ச்சத்துடன் போலிக் அமிலம் அதிகமிருப்பதால் புற்றுநோய், இதயநோய் முதலியவற்றுக்கு அவரைக்காய் அருமருந்து.

ஏதாவது புதிதாகக் கண்டுபிடித்து புகழ் பெற வேண்டும் என விரும்புபவர்கள் பசலைக்கீரையை உண்ண வேண்டும். இது புதுப்புது யோசனைகளை மூளைக்கு அள்ளித் தருமாம்.

வெண்டைக்காய் கண்கள், கால்கள் எரிச்சலைப் போக்கி உடம்பைக் குளிர்விக்கும். நீங்கள் அழகான உடல்வாகு பெற வேண்டுமானால் வைட்டமின் பி2 நிரம்பியுள்ள முள்ளங்கியைத் தொடர்ந்து சாப்பிடவும். முருங்கை, புதினா, கொத்தமல்லி ஆகியவை ரத்தவிருத்தி செய்யும். ""யானையின் மதம் அடக்க வாழைத்தண்டு, மனிதனின் திமிர் அடக்க கீரைத்தண்டு'' என்பார்கள்.

பிரமிடில் அடுத்த இடத்தைப் பிடித்திருப்பவை பழவகைகள். உண்ண வேண்டிய அளவு தினசரி 250 கிராம் முதல் 300 கிராம் வரை. நமது ரத்தம் இயற்கையில் காரத்தன்மை உடையது. இது அமிலத்தன்மை உடையதாக மாறும்போதுதான் பலவித நோய்களும் உருவாகின்றன. பழஉணவுகள் காரத்தன்மையுள்ள உணவுகள். இவைகள் சளியை உண்டாக்குவதில்லை. சளியையும், ரத்தத்திலுள்ள கழிவையும் வெளியேற்றி ரத்தத்தின் அமில காரத்தன்மையைப் பாதுகாக்க பழங்கள் பெருமளவு உதவி புரிகின்றன.

இதன் சிறப்பை உணர்ந்துதான் நீரிழிவு நோயாளிகள் தினமும் 250 கிராம் வரை பழங்களை உண்ணச் சொல்லி நீரிழிவு சிகிச்சை மருத்துவர்கள் பரிந்துரைக்கிறார்கள்.

நாளமில்லாச் சுரப்பிகள் ஒழுங்காக வேலை செய்ய ஆப்பிள் பழத்தைத் தோலுடன் சாறு எடுத்து அருந்துங்கள். தினமும் மது அருந்துபவர்கள் அதிலிருந்து விடுபட விரும்பினால் பப்பாளி சாப்பிடுங்கள். மனநலம் பாதிக்கப்பட்டு சிகிச்சை மேற்கொண்டு வருபவரா, தினமும் நெல்லிக்கனி சாப்பிடுங்கள். அதிலிருந்து விரைவில் நிவாரணம் பெறலாம்.

புற்றுநோய், இதயநோயால் பாதிக்கப்பட்டவராயிருந்தால் மாதுளம் பழத்தைத் தினமும் சாப்பிடுங்கள். மேலும் ரத்தத்தை விருத்தியடையச் செய்து அடிக்கடி ஏற்படும் தலைவலி, பெண்களுக்கு ஏற்படும் முறையற்ற மாதவிலக்கு, இதய படபடப்பு முதலியவற்றை இது நீக்குகிறது.

பழவகைகளுக்கு அடுத்த இடத்தைப் பிடித்திருப்பவை பயறு வகைகளும் (தினமும் 400 கிராம்) தானியங்களும் (தினமும் 250 கிராம்).

முளைவிட்ட கோதுமை, வறுத்த வேர்க்கடலை இவற்றில் "பைரிடாக்சின்' எனும் வைட்டமின் பி6 சத்து இருப்பதால் இவை ரத்தக்குழாய்கள் தடிமனாவதைத் தடுக்கிறது. உங்களின் குழந்தை பிடிவாதக் குழந்தையா? ""பருப்புகளின் அரசன்'' என்றழைக்கப்படும் பாதாம்பருப்பை சிறிதளவு தினமும் கொடுத்துப் பாருங்கள். செல்லக்குட்டி சமர்த்துக் குட்டியாகிவிடும்.

மனித மூளையிலுள்ள ""லிம்பிக் சிஸ்டம்'' என்ற அமைப்பே நம்மை எப்போதும் மனமகிழ்வுடன் வைத்திருக்க உதவுகிறது. இந்த முறையைப் பாதுகாக்க உதவும் ஓர் எளிய உணவு ஓட்ஸ். நீரிழிவு, ரத்தக்கொதிப்பு, புகைப்பிடிப்பதில் ஆர்வம், உடற்பருமன், புற்றுநோய் முதலியவற்றையும் ஓட்ஸ் கட்டுப்படுத்துகிறது. தவிர ஓட்ஸ் உணவுடன் 50 கிராம் வெங்காயத்தை பச்சையாகச் சாப்பிட கோலை ஊன்றி நடப்பவரும் கோலை வீசி நடக்கலாம்.

பச்சைப்பயறு, நிலக்கடலை, வெல்லம் சேர்ந்த ""நிலக்கடலை பால்பாயாசம்'' வளரும் குழந்தைகளின் உடல் வளர்ச்சிக்கும், மூளை தெளிவிற்கும் அதிகப் பயன் அளிக்கிறது. உலகிலேயே அழகான தலைமுடியைப் பெற்றவர்கள் சுவிட்சர்லாந்து மக்களாம். காரணம் பாஸ்பரஸ், சிலிக்கான் தாது உப்புக்கள் அடங்கிய தானியம் மற்றும் பல வகைகளை உணவில் நிறைய சேர்த்துக் கொள்வதுதானாம்.

""நீர் சுருக்கி, நெய் உருக்கி, மோர் பெருக்கி உண்'' என்பது நோயற்ற வாழ்விற்காக நம் முன்னோர்கள் கூறிய பொன்மொழி. தயிரை நன்கு கடைந்து சிலுப்பி மோராக்கி அருந்த உஷ்ண நோய்கள் பலவும் தீரும். இவைகளின் அளவு சராசரியாக 1 நாளைக்கு 250 மிலி.

அடுத்த இடத்திலுள்ள மாமிசம், எண்ணெய் இவைகளை கூடுமானவரை மிதமாகப் பயன்படுத்தல் நலம். ஆக, ""வாழ்வதற்காக உண், உண்பதற்காக வாழாதே'' என்ற நம் முன்னோர்களின் பொன்மொழியை நாம் அனைவரும் அவசியம் உணர்ந்து கடைப்பிடிக்க வேண்டிய தருணம் இது.

ஏனெனில் புதுப்புது நோய்களால் மனிதகுலம் அல்லலுறும் இவ்வேளையில் செல்வம் போனால் சம்பாதித்துக் கொள்ளலாம். உடல்நலம் போனால்?

Railways should adopt fair practices

Railways managed a profit of Rs 13,534 crore last year after paying dividends. Its freight revenue improved and passenger revenue was up by 14%. The operating ratio has come down to 76% from the average 85% in the last decade and is fixed at 73.6 % this year. However, there has not been any meaningful debate on how it was achieved.
But I must give the devil its due. Wagons are ready for use again within 4.5 days. It used to be 7.5 days earlier. Overloading, done hitherto by greasing palms, now has a surcharge, fetching more revenue. Wagon production reached 15,000 a year. Return on capital is 21%. Growth by fair means is welcome. What is not welcome and unfair is that much of the “turn around” has been achieved at the expense of the passengers, taking them for a ride at their own cost.
For one, the safety surcharge on tickets, which met its target of Rs 5,000, has been silently renamed “development fund” and is continued without the consent of the Parliament and the consultative committee on railways. Next is the blatantly unfair return journey surcharge of Rs 10 for sleeper class and Rs 15 for A/C classes. When no extra service is rendered, there should be no extra cost. All these years, there was no surcharge. If the journey starts from any station other than the one where you book the ticket, it is considered a return journey. If you bought a ticket from Kanpur to Nagpur and back, at Chennai, it would be treated as two return journeys. More than Rs 300 crore go to the kitty this way. In fact, it should cost less, as the money is paid upfront.
Another strategy is to rename the trains super fast and collect a super fast surcharge of Rs 20 for sleeper class, Rs 30 and Rs 50 for other A/C classes. In 2004, we had 286 trains; now we have 590.
The norm of 55 kmph was fixed by the railways for the first time in 1992 when the Consumer Protection Council filed a case in Supreme Court. Even now there are several super fast trains that run at less than 55 kmph. A few samples will show the absence of rationale but desire for profit.
The Chennai-Kovai Express takes four-and-a-half hours to cross a distance of 334 km between Chennai and Salem, averaging 75. 62 kmph. The recently introduced Chennai-Salem train takes seven-and-a-half hours to cross the slightly longer distance of 354 km as it is via another route, averaging 47.73 kmph. Both of them are super fast trains. To boot, the passenger who has to journey a longer time ends up paying Rs 17 more in the A/C three-tier and Rs 6 more in sleeper class. The 2555, a super fast, covers 117 km between New Delhi-Biwani in two hours and 45 minutes, averaging 42.55 kmph while the 2553 Gorakpur-New Delhi train covers a distance of 719 km in 13 hours and 25 minutes, averaging 53.59 kmph.
While super fast trains have some norm, express trains have no speed norms even now. So you have some express trains running slower than a fast passenger train. The 887 Tiruchi-Palakkad fast passenger covers Tiruchi-Coimbatore, a distance of 243 km, in five hours and 55 minutes, averaging 42 kmph while the same distance is covered by the Chennai-Mangalore Express in six hours and 45 minutes, averaging 31.9 kmph. While one pays Rs 60 to reach quicker, another pays Rs 139 to reach later. An in-depth study will reveal more such instances.
Finally, the revenue is literally squeezed out of the passenger by making him lie in a side middle-berth. Getting onto the berth and out of it is near impossible for adults and four people have to sit in one lower berth to accommodate this extra person. This failed experiment must be stopped.
What can the consumer do? Write in your protests to the railway minister. A public interest litigation before the National Consumer Commission may also change things. Railways should fix a speed norm of 55 kmph for express trains and 66 kmph for super fast trains. Fair revenue is better than unfair surplus.

உறக்கம் கலையட்டும்..!

ஒருபுறம் வளரும் பொருளாதாரங்களில் ஊழல் மலிந்து கிடக்கிறது என்று மேலைநாடுகள் ஏளனம் செய்கின்றன. இன்னொருபுறம், இந்த வளரும் பொருளாதாரங்களில் ஊழலை அதிகப்படுத்துவதுடன், ஊழல் மூலம் உருவாகும் கறுப்புப் பணத்தைத் தங்களது வளர்ச்சிக்கு எடுத்துச் செல்கின்றன. ஊழலின் ஊற்றுக்கண்ணாக இருக்கும் கறுப்புப் பணத்தை சிவப்புக் கம்பளம் விரித்து வரவேற்பவர்கள், வளரும் பொருளாதாரங்களில் ஊழல் மலிந்துவிட்டது என்று கூறுவது வேடிக்கையாக இருக்கிறது.

சுவிட்சர்லாந்து நாட்டு வங்கிகளின் கூட்டமைப்பு, 2006-ம் ஆண்டுக்கான அறிக்கை ஒன்றை வெளியிட்டிருக்கிறது. அந்த அறிக்கை அதிர்ச்சியையும், ஆச்சரியத்தையும் அளிக்கிறது. சுவிஸ் வங்கிகளில் மிக அதிகமாக ரகசியப் பணத்தை டெபாசிட் செய்து வைத்திருக்கும் நாடுகள் என்று இந்தியா, ரஷியா, இங்கிலாந்து, உக்ரைன் மற்றும் சீனாவைப் பட்டியல் இடுகிறது அந்த அறிக்கை. அதில் 1,456 பில்லியன் டாலர்களுடன் (அதாவது, 55 லட்சம் கோடி ரூபாய்!) முதலிடத்தில் இருப்பது நமது இந்தியாதான். ஒலிம்பிக்கில் பதக்கம் பெறுகிறோமோ இல்லையோ, இந்த விஷயத்தில் நமக்குத்தான் தங்கப் பதக்கம்!

உலக நாடுகளின் கறுப்புப் பணத்தை எல்லாம் சேர்த்தாலும்கூட, இந்தியாவைச் சேர்ந்தவர்கள் சுவிஸ் வங்கியில் போட்டு வைத்திருக்கும் கறுப்புப் பணம்தான் அதிகம் என்பதை நாம் குறிப்பிட்டாக வேண்டும். இந்தப் பணம் கணக்கில் வராத, முறையான வகையில் சம்பாதிக்கப்படாத லஞ்சப் பணமாகத்தான் இருக்கும் என்பதையும் நாம் சொல்லித் தெரிய வேண்டியதில்லை. அந்த அளவுக்கு இந்தியாவின் சொத்து சூறையாடப்பட்டு வெளியேறி இருக்கிறது என்று அர்த்தம்.

கறுப்புப் பணம் உள்நாட்டிலேயே புழங்கும்போது, விலைவாசி உயரும் அபாயம் இருக்கிறது என்றாலும், பொருளாதாரம் சுறுசுறுப்பாகச் செயல்படும் என்பதுதான் நிபுணர்களின் கருத்து. அதேநேரத்தில், இந்தியாவின் செல்வம் அயல்நாடுகளுக்குக் கடத்தப்படும்போது நமது பொருளாதார முன்னேற்றத்தில் நிச்சயமாக பாதிப்பு இருக்கும்.

இன்னொரு ஆராய்ச்சிக் குறிப்பின் தகவல்படி உலகளாவிய கோடீஸ்வரர்களின் சொந்த சொத்தான கறுப்புப் பணம் சுமார் 11.5 ட்ரில்லியன் டாலர்களாம். அதாவது, 100 கோடி என்பது ஒரு பில்லியன். 1000 பில்லியன் ஒரு ட்ரில்லியன். கணக்குப் போட்டுப் பார்த்தால் நமக்குத் தலைசுற்றுகிறது. இத்தனை பணமும், உலகிலுள்ள 70 "வரி ஏய்ப்பவர்களின் சொர்க்கங்கள்' என்று அழைக்கப்படும் நாடுகளில் உள்ள ரகசிய வங்கிகளில் போட்டு வைக்கப்பட்டிருக்கிறது.

இந்த வங்கிகள் இந்தப் பணத்தை வளர்ச்சி அடைந்த நாடுகளின் பன்னாட்டு நிறுவனங்களுக்குக் குறைந்த வட்டியில் கடனாகக் கொடுக்கின்றன. இந்த வங்கிகளில் முதலீடு செய்பவருக்குத் தங்கள் கறுப்புப் பணத்திற்குக் குறைந்த வட்டி கிடைத்தால் போதும். தங்களது பெயர் வெளியில் தெரியக்கூடாது என்று பணம் போடுபவர்கள் விரும்புவதுபோல, பணம் எங்கே டெபாசிட் செய்யப்பட்டிருக்கிறது என்பதும் ரகசியமாக வைக்கப்படுகிறது. இடைத்தரகர் மாயமாகி விட்டால், போட்டு வைத்த முதலும் "அம்போ'தான்.

1970-களில் பின்தங்கிய மற்றும் வளரும் பொருளாதாரங்களிலிருந்து இந்தக் கறுப்புப் பண வங்கிகள் மூலம் வளர்ச்சி அடைந்த பொருளாதார வல்லரசுகளுக்குக் கைமாறிய பணம் மட்டும் சுமார் 5 ட்ரில்லியன் டாலர்கள் என்கிறது இன்னொரு அறிக்கை. உலகின் 1 சதவீத மக்கள் மொத்த உலகப் பொருளாதாரத்தின் 57 சதவீதத்துக்கு அதிபதிகளாக இருக்கிறார்கள் என்கிறது அந்த அறிக்கை.

இப்படி, மற்ற நாடுகளின் கறுப்புப் பணத்துக்குப் பாதுகாப்பு அளிக்க இன்னொரு நாடு முன்வருவது என்பது எப்படி ஐக்கிய நாடுகள் சபையால் அனுமதிக்கப்படுகிறது என்று இதுவரை எந்த நாடும் கேள்வி எழுப்பியதாகத் தெரியவில்லை. காரணம், ஒவ்வொரு நாட்டின் அதிபரும் தங்களது கறுப்புப் பணத்தை இதுபோல வெளிநாடுகளில் வைத்திருப்பதுதான்.

இன்னொரு விஷயம். இந்தக் கறுப்புப் பணத்தைக் கையாளும் வங்கிகளும், அதன் முகவர்களும், திருட்டுப் பொருளை வாங்கி விற்பவர்கள் போன்ற சமூக விரோதிகள். படித்தவர்கள், கோட்டும் சூட்டும் அணிந்து ஆங்கிலம் பேசுபவர்கள் என்பதால் அவர்கள் யோக்கியமானவர்கள் ஆகிவிட மாட்டார்கள். யாரும் கேள்வி கேட்க முடியாத, கணக்கு வழக்கு இல்லாத பல்லாயிரம் கோடி ரூபாய்களைக் கையாளும் இவர்கள் தீவிரவாதிகளுக்கும், சர்வதேச ஆயுதக் கடத்தல்காரர்களுக்கும் உதவவில்லை என்பது என்ன நிச்சயம்?

உலகம் விழித்துக் கொள்ள வேண்டிய வேளை வந்துவிட்டது!

பொது இடங்களில் புகை பிடிக்கக்கூடாது என்றுதான் சட்டம் கொண்டுவரப்பட்டுள்ளதே தவிர, புகை பிடிக்கவே கூடாது என்று சட்டம் சொல்லவில்லை. மேலும், பொது இடங்கள் என்று அரசினால் பட்டியலிடப்படும் இடங்களில் சிகரெட் புகைப்போர்தான் அதிகம். பீடி புகைப்போர் எண்ணிக்கை, குறிப்பாக தமிழகத்தில், மிகவும் குறைவு. ஆகவே அரசின் புதிய சட்டம், பீடித் தொழிலாளர்களுக்கு பெரிய பாதிப்பாக அமையும் என்று சொல்ல இயலாது.

இத்தனை ஆண்டுகளாக பீடித் தொழிலாளர்களுக்கு மிகப்பெரிய தடையே சிகரெட் உற்பத்தியாளர்கள்தான். அரசு நிர்ணயிக்கும் அளவைக் காட்டிலும், ஒரு சென்டிமீட்டர் குறைவான உயரத்தில் சிகரெட்டுகளை சந்தைக்குள் நுழைத்து, விலையையும் குறைத்து, பீடிச் சந்தையை கைப்பற்ற முயன்றவர்கள் சிகரெட் உற்பத்தியாளர்கள். இந்தச் சட்டம் எந்தவொரு காரணத்தாலும் திரும்பப் பெறப்படுமானால், அதனால் மேலதிகமாக மீண்டும் பயன்பெறப் போவது சிகரெட் உற்பத்தியாளர்களே தவிர, பீடி உற்பத்தியாளர்கள் அல்ல. பிறகு எதற்காக இந்தப் போராட்டம் என்று வியப்பாக இருக்கிறது.

புகை பிடிக்கும் பழக்கத்தால் இந்தியாவில் ஆண்டுக்கு 9 லட்சம் பேர் நோய்க்கு ஆளாகி இறக்கிறார்கள். காசநோய், ஆஸ்துமா ஆகியவற்றால் பாதிக்கப்படுவோர் எண்ணிக்கை அதிகரிக்க காரணமே இந்த புகைப்பிடிக்கும் வழக்கம்தான். மற்றவரது புகையை சுவாசிக்க நேர்வதால் பாதிக்கப்படுவோர் எண்ணிக்கையும் இந்தியாவில்தான் அதிகம். இந்த உண்மைகள் தெரிந்திருந்தும், இந்த சட்டத்தைத் திரும்பப் பெறச் சொல்லி போராட்டம் நடத்துவது பொதுநன்மைக்கு எதிராக அமைந்துவிடும்.

அமெரிக்கா, ஆஸ்திரேலியா, இங்கிலாந்து உள்ளிட்ட அயல்நாடுகளில் பொதுஇடங்களில் புகை பிடிக்கத் தடை விதித்தபோது, எதிர்ப்பு தெரிவித்தவர்கள், தற்போதும் தெரிவித்துக்கொண்டிருப்பவர்கள் யார் என்றால் சிற்றுண்டிச்சாலைகள், ஓட்டல்கள் போன்ற நிறுவனங்கள்தான்.

பொது இடத்தில் புகைபிடிக்க தடை காரணமாக உணவு அருந்தவும், குடிக்கவும் வெளியே வெளியே வருவோர் எண்ணிக்கை குறைந்துவிட்டது என்றும், இதனால் உணவுக்கூடத்தின், ஓட்டலின் வியாபாரம் குறைந்துவிட்டது என்றும் தங்கள் இழப்பை பட்டியலிட்டு, இதனால் ஆட்குறைப்பு செய்து பலர் வேலை இழந்துள்ளார்கள் என்றெல்லாம் முறையிடுகின்றன. இந்தச் சட்டத்தால் பொதுமக்களின் ஆயுள் கூடிவிடும், பின்னர் பொதுசுகாதாரத் துறையின் செலவு மேலும் அதிகரிக்கும் என்று ""அறிவுப்பூர்வமான'' வாதங்களை முன்வைக்கவும் தவறுவதில்லை.

மேலும், இத்தகைய சட்டங்களால், அந்நாடுகளில் புகைப்பிடிக்கும் இளைஞர்கள் எண்ணிக்கை பாதியாகக் குறைந்துவிட்டது என்ற உண்மை தரும் மகிழ்ச்சிக்கு இவர்கள் சொல்லும் வர்த்தக இழப்புகள் ஒரு பெரிய விஷயமே அல்ல. புகைப்பிடிப்போரிடத்திலும்கூட, அவர்களது அன்றாட சிகரெட் எண்ணிக்கை குறைந்துள்ளதாக சொல்லப்படும் புள்ளிவிவரங்கள் மகிழ்ச்சியை அளிக்கின்றன. அதேபோன்ற நிலைமை இந்தியாவிலும் ஏற்படும் என்ற நம்பிக்கையும் இருக்கிறது.

இத்தகைய சூழலில், இந்தியாவிலும் பொது இடங்களில் புகை பிடிக்கத் தடை கொண்டு வந்திருப்பதை வரவேற்க வேண்டிய வேளையில், வரவேற்பது மட்டுமின்றி இச்சட்டத்தை உயிர்ப்புடன் நடைமுறைப்படுத்தவும், புகைப்பிடிப்போர் பான்பராக் போன்ற புகையிலைக்கு மாறுவதைத் தடுக்கவும் புதிய வழிமுறை காண வேண்டும் என்று வலியுறுத்த வேண்டிய நேரத்தில், சட்டத்தைத் திரும்பப் பெற வேண்டும் என்று கோருவது முறையா? அதிலும் பீடித் தொழிலாளர்களுக்கு எந்த ஆதாயமும் இதனால் கிடைக்காது என்ற நிலையில், எதிர்ப்பது சரியா?

புதுடில்லி: "தமிழகம் உட்பட 19 மாநிலங்களில், நிலத்தடி நீர் அசுத்தமாகிறது. இன்னும் சில ஆண்டுகளில் நல்ல தண்ணீர் கிடைப்பது என்பது அரிதாக இருக்கும்' என ஆய்வில் தெரியவந்துள்ளது.விரிவடைந்து நகரங்கள், பெருகிவரும் வீடுகள், போன்றவற்றால் நிலத்தடி நீர் கொஞ்சம் கொஞ்மாக குறைந்து வருகிறது. நகருக்குவெளியே உள்ள ஏரி, குட்டை, குளங்கள் எல்லாம் மனைகளாகி வருகின்றன. இவைதான் நிலத்தடிக்கு ஆதாரமாக விளங்கியவை. நகரங்கள் விரிவடைவதால், இவையெல்லாம் ஆக்கிரமிக்கப்பட்டு வீடுகளாகி வருகின்றன.


கொஞ்ச தண்ணீரும் இனி : இப்படி அரசு நிலங்களை ஆக்கிரமிப்பவர்கள் பல ஆண்டுகளாக குடியிருந்துவிட்டால், அவருக்கு சொந்தமாக்கி கொள்ளவும் அரசுகள் சலுகை காட்டுகின்றன. இதன் காரணமாக, நீர்நிலைக் கால்வாய்கள் எல்லாம் இப்போது கழிவு நீரை வெளியேற்றும் சாக்கடைகளாக மாறுகின்றன. இதனால் சில இடங்களில் தண்ணீருடன் சாக்கடை நீரும் கலந்து வருவதாக பல இடங்களில் மக்கள் புலமபுகின்றனர். தற்போது பல இடங்களில் கிடைக்கும் கொஞ்ச தண்ணீரும் இனி எத்தனை நாளைக்கு என்ற கேள்வி எழுந்து வருகிறது. இப்போதுள்ள நிலையில் தமிழகம் உட்பட 19 மாநிலங்களில் 200 மாவட்டங்களில், நிலத்தடி நீர் அசுத்தமாகி வருவதாக ஆய்வில் தெரியவந்துள்ளது.இது தொடர்பாக, மத்திய நிலத்தடி நீர் வாரியம் நடத்திய ஆய்வில் தான் இந்த அதிர்ச்சியூட்டும் தகவல் தெரியவந்துள்ளது.நிலத்தடி நீர் அசுத்தமாகிறது என்றால், உப்புத்தன்மை, இரும்பு, புளோரைட், நச்சுத்தன்மை ஆகியவை அதிகமாக இருப்பதாக தெரியவந்துள்ளது.


நச்சுத்தன்மை : உப்புத்தன்மையும், இரும்பும் அதிகமாக தண்ணீரில் கலந்து இருப்பதால் காய்கறிகளை வேகவைத்தால், பசுமைத்தன்மை போய் கறுப்பாக மாறிவிடும். அதே போல் புளோரைடும் , நச்சுத்தன்மையும் இருந்தால் பல்வேறு உடல் நலக்கோளாறுகள் ஏற்படும். மேலும் புளோரைட் அதிகமுள்ள தண்ணீரை பயன்படுத்துவதன் மூலம் பற்கள் மற்றும் எலும்புகளில் பாதிப்பு ஏற்படும். நச்சுத்தன்மை அதிகமுள்ள தண்ணீரால் தோல் நோய்கள், தோல் புற்றுநோய் பாதிப்புகள் ஏற்பட வாய்ப்பு உள்ளது.


தமிழகம், ஆந்திரா, கேரளா, கர்நாடகா, பீகார் ,அசாம், அரியானா, இமாச்சலபிரதேசம், குஜராத், ம.பி., உ.பி., மகாராஷ்டிரா, ஒரிசா, பஞ்சாப், ராஜஸ்தான், திரிபுரா, மேற்கு வங்காளம், சட்டீஸ்கர், டில்லி ஆகிய மாநிலங்களில், மொத்தம் 200க்கும் மேற்பட்ட மாவட்டங்களில் நடத்தப்பட்ட சோதனையில், நிலத்தடி நீர் அசுத்தமாகி வருகிறது தெரியவந்துள்ளது.


டில்லியில் நஜாப்கர், கஞ்ச்வாலா, மெக்ருலி, மண்டலங்களில் நிலத்தடி நீரானது உப்பாக உள்ளது. இதே நிலை உ.பி.யில் ஆக்ரா, மதுரா, ஆகிய மாவட்டங்களில் நிலவுகிறது.பீகாரில் பாட்னா மற்றும் போஜ்பூர் மாவட்டங்களிலும், உ.பி.யில் பாலியா, மேற்கு வங்கத்தில் மால்டா, நாடியா, ஹூக்ளி, முர்சிதாபாத், ஹவுரா ஆகிய மாவட்டங்களிலும் நீரில் நச்சுத்தன்மை கலந்து இருப்பது தெரியவந்துள்ளது.

அதிகரித்து வரும் புற்றுநோய் பாதிப்புக்கு புகையிலைப் பழக்கம் ஒரு முக்கியமான காரணம் என்பது உலகறிந்த உண்மை. அதிலும் புகை பிடிக்கும் பழக்கத்தால் தங்களைத் தாங்களே மாய்த்துக் கொள்பவர்களின் எண்ணிக்கை நாளும் அதிகரித்து வருகிறது. இந்தியாவில் மட்டும் சுமார் 12 கோடி பேர் புகைப்பழக்கத்திற்கு அடிமையாகி இருப்பதாகப் புள்ளிவிவரங்கள் தெரிவிக்கின்றன.

இந்த நிலையில், பொதுஇடங்களில் புகைபிடிப்பதைத் தடை செய்யும் சட்டத்தை மத்திய அரசு பிறப்பித்திருப்பதை வரவேற்காமல் இருக்க முடியாது. ஏற்கெனவே தில்லி, ஜார்க்கண்ட், ஆந்திரப் பிரதேசம், ஒரிசா, கேரளம், தமிழ்நாடு, மத்தியப் பிரதேசம் போன்ற மாநிலங்களில் இந்தத் தடை இருந்து வருகிறது. அதேபோல ரயில்களில் புகை பிடிப்பதும் தடை செய்யப்பட்டுள்ளது.

தற்போது ஆண்டொன்றுக்கு சுமார் 9 லட்சம் பேர் புகையிலை சம்பந்தப்பட்ட நோய்களால் மரணமடைகிறார்கள் என்பதும், புகைபழக்கம்தான் ஆண்களில் ஐந்து பேர்களில் ஒருவர் மரணமடையக் காரணமாக இருக்கிறது என்பதும் அதிர்ச்சி தரும் தகவல்கள். புகைபிடிப்பதை முழுமையாக ஒழித்துவிட முடியாது என்றாலும், புகை பிடிப்பவர்களின் எண்ணிக்கையைக் குறைப்பதற்கும், புதிதாகப் புகை பழக்கத்திற்கு அடிமையாகும் இளைஞர்களை எச்சரிப்பதற்கும் இதுபோன்ற சட்டங்கள் நிச்சயம் உதவும்.

புகை பிடிப்பவர்களால் அவர்களது உயிருக்கு மட்டுமல்லாமல், புகை பிடிக்காத மற்றவர்களுக்கும் பாதிப்பு ஏற்படும் என்பதுதான் கண்டனத்துக்குரிய விஷயம். பொது இடங்களில் புகை பிடிப்பவர்கள் வெளியேற்றும் புகை சுற்றியிருக்கும் மற்றவர்களைப் பாதிக்கிறது என்பதுடன் பல தொற்றுநோய்கள் பரவவும் காரணமாக அமைகிறது. புகை பிடிப்பது தங்களது தனிமனித சுதந்திரம் என்று கூறுபவர்கள், சுத்தமான காற்றைச் சுவாசிக்கும் மற்றவர்களின் சுதந்திரத்தைப் பற்றியும் கவலைப்பட்டாக வேண்டும்.

வளர்ச்சி பெற்ற நாடுகளில் புகை பிடிப்பவர்களுக்கென்று விடுதிகளில் தனி அறைகள் ஒதுக்கப்படுகின்றன. பொது இடங்களில்கூட தனியாக இடம் ஒதுக்கி அங்கே புகை அகற்றும் கருவிகள் பொருத்தப்படுகின்றன. மற்றவர்கள் புகைப்பதால் நல்ல காற்றைச் சுவாசிக்கும் தனது சுதந்திரம் பாதிக்கப்படுகிறது என்கிற வாதம் மேலை நாட்டு அரசுகளால் ஏற்றுக்கொள்ளப்படுகிறது. அமெரிக்கா போன்ற நாடுகளில் புகை பிடித்தால் எச்சரிக்கை ஒலியை எழுப்பும் கருவி ஒவ்வோர் அறையிலும் பொருத்தப்பட்டு அதை மீறி புகைபிடித்தால் அபராதம் வசூலிக்கப்படுகிறது.

ஹாங்காங், அயர்லாந்து, தாய்லாந்து, கனடா, தென்னாப்பிரிக்கா, பிரான்ஸ், இத்தாலி, இங்கிலாந்து, எகிப்து, ஸ்காட்லாந்து, பனாமா போன்ற நாடுகளில் பொது இடங்களில் புகை பிடிப்பதற்கு எதிராகக் கடுமையான சட்டங்கள் நிறைவேற்றப்பட்டிருக்கின்றன. ஆங்காங்கே, புகை பிடிப்பதால் ஏற்படும் சுகாதாரச் சீர்கேடுகளை விளக்கும் அறிவிப்புகள் வைக்கப்பட்டிருக்கின்றன.

இதுபோன்ற சட்டங்களால் புகைபிடிப்பதைத் தடுத்து நிறுத்த முடியுமா என்று கேட்பவர்களுக்கு ஒரு தகவல். துருக்கி நாட்டில் கடந்த ஆண்டு மே மாதம் திறந்தவெளி அல்லாத இடங்கள் அனைத்திலும் புகை பிடிப்பதற்குத் தடை விதிக்கப்பட்டது. ஒரே வருடத்தில் புகை பிடிப்பது கணிசமாகக் குறைந்திருப்பதை சிகரெட் விற்பனை காட்டுகிறது. விற்பனையில் சுமார் 52 கோடி சிகரெட்டுகள் குறைந்திருப்பதாக புள்ளிவிவரம் தெரிவிக்கிறது.

சிகரெட் தயாரிப்பவர்கள் மத்திய அரசின் சட்டத்தைத் தடை செய்ய பெரும் முயற்சியில் ஈடுபட்டு வருவதாகத் தெரிகிறது. அவர்களது தூண்டுதலின் பேரில் உணவு விடுதி நடத்துபவர்கள் அரசின் சட்டத்திற்குத் தடை விதிக்கக் கோரி உச்ச நீதிமன்றத்தை அணுகியிருக்கிறார்கள். கடந்த 2001-ம் ஆண்டில் இதேபோன்ற வழக்கு ஒன்றில், "ஒவ்வொரு மனிதனின் உயிருக்கும் உத்தரவாதம் அளிப்பது என்று கூறும்போது அவர்களின் ஆரோக்கியத்திற்கும் உத்தரவாதம் தந்தாக வேண்டும். அதனால் இந்த வழக்கைத் தள்ளுபடி செய்கிறோம்' என்று இதேபோன்ற வழக்கு ஒன்றில் உச்ச நீதிமன்றம் தீர்ப்பு வழங்கியிருக்கிறது.

உணவு விடுதிக்காரர்கள் கூறுவதுபோல, இந்தத் தடை அவர்களது வியாபாரத்தைப் பாதிக்கும் என்பதும் ஏற்றுக்கொள்ளக்கூடிய வாதமன்று. சொல்லப்போனால், மற்றவர்கள் ஊதித் தள்ளும் புகையைச் சுவாசித்து தங்களது உடல் நலத்தைக் கெடுத்துக் கொள்ள விரும்பாத பலர், இந்தத் தடைக்குப் பிறகு உணவு விடுதிகளுக்குச் செல்வது அதிகரிக்க வாய்ப்பிருக்கிறது.

மக்கள் நல்வாழ்வில் அக்கறை செலுத்துவதுதான் ஒரு நல்லாட்சிக்கு அடையாளம். அந்தவகையில் நல்லதொரு சட்டம் இது. முறையாகவும் கடுமையாகவும் அமல்படுத்தியே தீரவேண்டிய சட்டம். பாராட்டுவதுடன் நின்றுவிடாமல் அரசுக்கு ஒத்துழைப்பையும் தருவது நம் அனைவரது கடமை.

The word ‘ombudsman’ means a ‘grievance man’, a public official who is appointed to investigate complaints and intervene for the ordinary citizen in his dealings with public bodies. The Scandinavians were the first to innovate the concept of an ombudsman. But it was the British who first established the Banking Ombudsman (BO) in 1986, covering private sector business. The Reserve Bank of India (RBI) introduced BO in 1995. As expectation grew, the scheme was amended in 2002 and again in 2006 and credit cards were included in the scheme.
All commercial banks, including rural and primary cooperative banks, come under this ombudsman. He is appointed by the RBI which fully funds this scheme. He can be work from anywhere in the state although his office is in Chennai. There are 15 such BOs in India.
You can complain directly or through an authorised representative, like a consumer organisation, either online, by e-mail (bochennai@rbi.org.in) or in writing against the deficiency, failure or delay to provide the promised banking facilities services. The new grounds added include credit card issues, non-adherence to fair practices code and levying of excessive charges without prior notice. But one must give the bank a month to solve the dispute and, within a year, approach the BO. The ombudsman will send a copy of the complaint to the bank concerned and attempt conciliation. If it fails, the ombudsman will give its award or reject the complaint.
The ombudsman may order compensation for the loss suffered by the complainant as a direct consequence of the commission or omission of the bank or may give a direction to the bank. It will not exceed Rs 10 lakhs.
If it is a credit card complaint, the ombudsman can take into account the loss of complainant’s time, expenses incurred by the complainant and also the financial loss, harassment and mental anguish suffered by the complainant while giving the compensation. The Appellate Authority for BO is the Deputy Governor of RBI.
The consumer may state in plain paper or in the form downloaded from www.rbi.org, the name and address of the bank or branch, his own name and address, then state the grievance in detail with supporting documents, if any, of the nature and extent of loss and specifying the relief he seeks.
After the amendment in 2006, the complaints increased four-fold. In 2006-07, BO all over the country has received nearly 40,000 complaints and the Chennai BO, 2387. The online submission and inclusion of credit cards have boosted the figure.
In one case, for damaging a card holder’s reputation by wrongly classifying him as a defaulter, the BO directed the
credit card issuer to pay Rs 25, 000 as compensation for the inconvenience, mental agony and loss of prestige caused by their error in reporting. The BO should look at complaints as feedback and not as workload.
In the UK, the financial services ombudsman has replaced the BO, covering mortgage endowments, insurance, and other financial services in 1999. Out of over six lakh queries received over phone, mail and in writing, one-sixth became cases and 94% of them were settled informally. For compensations including repayment of deposits, there is a separate scheme.
The BO is inexpensive and an expeditious mechanism compared to consumer fora. If non-banking finance companies are also covered, as in the UK, it would offer better protection to unwary consumers.

Chennai: Set a bird song as your mobile ringtone. For that may soon be the only way you get to hear from our winged friends — studies show that the increasing number of cell phone towers in cities is bringing down bird population.
While studies in Spain and Belgium have established the ill-effects of electromagnetic radiation (EMR) emitted by cell phone masts on birds, a study to be published next month by a team in Panjab University has found that EMR can damage bird eggs and embryos. The study, conducted in Chandigarh, is applicable to all Indian cities where cell phone masts are proliferating. Chennai has 4,000 cell phone towers, compared to about 200 in Chandigarh.
Researchers at the Salim Ali Centre for Ornithology and Natural History (SACON), Coimbatore, say there are enough reasons to attribute bird mortality to such radiation. “Cell phones and towers emit a very low frequency of 900 or 1,800 MHz, called microwaves. Studies have found that they can cause thin skulls of chicks and thin egg shells,” says Dhanya R, a researcher at SACON.
The team at the Centre for Environment and Vocational Studies of Panjab University, headed by RK Kohli, exposed 50 eggs to EMR for durations of five minutes to 30 minutes. “All the 50 embryos were damaged. It’s almost like being microwaved,” Kohli told TOI.
Chennai-based zoologist Ranjit Daniels says four of the 200-odd Chennai birds — house sparrow (Passer domesticus), redwhiskered bulbul (Pycnonotus jocosus), brahmini kite (Haliastur indus) and spotted dove (Streptopelia chinensis) — have virtually disappeared. “Birds are known to be sensitive to magnetic radiation. Microwaves can interfere with their sensors and misguide them while navigating and preying,” says Daniels. WORLD WILDLIFE WEEK Where have all the birds gone? Chennai: Early in 2005, a friend threw a challenge at R K Kohli, coordinator of Centre for Environment and Vocational Studies, Panjab University: “Can you show me one sparrow on the campus?” Thinking it would be an easy task, Kohli agreed. “I won the bet, but it took me several days,” says Kohli.
So, when the centre decided to study in December 2005, the impact of electromagnetic radiations (EMR), Kohli decided to include sparrows in the list of organisms that the radiations affect. Three years later, the study found microwaves (300 MHz to 300 GHz) emitted by cell phone towers and handsets responsible for damaging eggs and embryos. And
that is just one of the urban factors driving out several species of birds out of the cities.
Chennai is no exception. According to zoologist R a n j i t Daniels, at least four of the 200-odd species of birds of Chennai are fast disappearing. On their way out are house sparrows, redwhiskered bulbuls, brahminy kites and spotted doves. “These are birds which have always been around. Now they are nowhere to be seen,” says Daniels, attributing it to an increase in population of rodents which steal eggs, disappearing open grasslands, rising temperature and modern bird-unfriendly architecture. “House sparrows used to live in crevices of buildings. The new glass houses don’t leave any space for them,” he says.
P A Azeez, senior principal scientist at Salim Ali Centre for Ornithology and Natural History, concurs: “Urban birds have the habit of finding an urban analogue for their wild nests. Pigeons, which are multiplying in large numbers in cities, find ventilators an analogue to their natural rocky confines. Whichever bird finds an analogue survive.” That perhaps explains the case of the disappearing brahminy kites which nest only on very tall trees.
Azeez also blames the supermarket culture. “Gone are the days of malligai kadais (old provisions stores) where birds came to feed on food grains. Today everything is packaged. The colourful plants in city gardens do not offer enough nectar or fruits for these birds,” he says. His
research student Dhanya R adds another cultural dimension to the food scarcity when she notes that bird feeding, once a regular ritual in Tamil Nadu homes, is no longer in vogue.
Daniels adds an unusual angle when he holds trees planted by urban planners as villains. “Originally, Chennai was a coastal area with bushes suited for several birds. Big trees with large canopies are
not suited for birds like the bulbul and sparrows. With the expansion of city, many of these birds are migrating to the suburbs or farther,” he says.
Since man domesticated chicken some 6,000 years ago, several birds have learnt to share his habitat, but now, modernisation is driving them out. Daniels says the kind of birds will keep changing with the urban habitat. “Sparrows might have come to Indian cities only in the last century. The Bible has repeated references of sparrows, indicating that they were in abundance in the Middle East 2,000 years ago. Tamil folklore has reference to chittukuruvi, but the word could mean any small bird,” says Daniels. The message: Birds may come and go for a few centuries, which is just a miniscule span in the evolutionary cycle. As cities continue to grow, some birds, mainly scavengers like crows would proliferate at the expense of other birds. Experts may be divided on the reasons for the disappearance of birds, but everyone agrees on one bad news: Once gone, these b i rd s would never be back.

It has a spotted back with white chessboard pattern from its hind neck. It has a dark brown tail with a white border, white belly and white undertail. It has magenta legs and feet. Both male and female spotted doves look alike Habits: Spotted doves feed on grains. They nest on a small platform of twigs on trees with sparse canopy like babool and acacia
Habitat: Spotted doves are usually seen in pairs and occasionally in small flocks in cultivated areas, gardens and terraces

Characteristics: The house sparrow is the same size as a bulbul. Male: The male house sparrow has a grey crown. The space between its eye and bill is black and so are the sides of crown behind its eye. Its upper back is chestnut in colour. It has black streaks on its chestnut coloured back. The male house sparrow also has a white patch on its shoulder, a dark brown tail and black breasts. The centre of its throat is also black while the sides are white. The rest of its under belly is grey. It has a dark brown bill and fleshy brown legs and feet.
Female: It has a dark brown back with greyish brown streaks, a brownish white under side and a pale brown bill.
Habits: House sparrows usually keep in pairs or in noisy flocks. They feed on grass, weeds, fruits and insects
Habitat: House sparrows inhabits all human habitations
Reason for disappearance:
Increasing heat in cities and changing urban architecture

சூரிய சக்திக்கு மாறும் ரயில்வே

சூரிய சக்திக்கு மாறும் ரயில்வே

புது தில்லி, அக். 1: ரயில்வே அலுவலகங்கள் சூரிய சக்திக்கு மாறும் வகையில் புதிய செயல் திட்டத்தை அத்துறை செயல்படுத்தி வருகிறது.

அதன்படி, ரயில்வே மண்டல அலுவலகங்கள், வட்டார அலுவலகங்கள் மற்றும் ரயில்வே அமைச்சக தலைமையகத்தில் சூரிய சக்தியை மின்சாரமாக மாற்றும் கருவிகள் அமைக்கப்பட்டு உள்ளன.

அந்த அலுவலகங்களின் பெரும்பாலான பகுதிகள் சூரிய சக்தியால் ஒளிருவதாகவும், வெகுவிரைவில் புதிதாக 44 வட்டார ரயில்வே அலுவலகங்களும் சூரிய சக்திக்கு மாறும் என்று ரயில்வே துறை தெரிவித்துள்ளது.

இவைத் தவிர ரயில்வே மருத்துவமனைகள், பயிற்சி மையங்கள் மற்றும் தங்கும் விடுதிகளிலும் சூரிய சக்தி மின்சாரத்தை பயன்படுத்தும் திட்டம் செயல்படுத்தப்பட உள்ளது.

தற்போது சில ரயில்வே கிராசிங்கிலும் சூரிய சக்தி பயன்படுத்தப்படுவதாகவும், இத்திட்டம் விரைவில் நாடு முழுவதும் விரிவுபடுத்தப்படும் என்றும் ரயில்வே அதிகாரி ஒருவர் தெரிவித்தார்.

ரயில்வே அமைச்சகம் சார்பில் ரூ.60 கோடி செலவில் கன்னியாகுமரியில் காற்றாலை அமைக்கப்பட்டுள்ளது. 14 மைல் வேகத்தில் வீசும் காற்றை மின்சாரமாக மாற்ற முடியும் என்றும், ஒரு காற்றாலை விசிறி மூலம் 300 வீடுகளில் விளக்கேற்ற முடியும் என்றும் அவர் மேலும் தெரிவித்தார்.

ரயில்வே துறை, நாள் ஒன்றுக்கு 2 ஆயிரத்து 500 மெகாவாட் மின்சாரத்தை பயன்படுத்தி வருகிறது. இதனால் ஆண்டுக்கு ரூ.5 ஆயிரத்து 500 கோடி செலவாகிறது. இந்த செலவை குறைக்கவும், பருவநிலை மாற்றத்தை தடுக்கவும் காற்றாலை மற்றும் சூரிய சக்தி மூலம் மின்சாரம் தயாரிக்கும் திட்டத்தை ரயில்வே துவங்கியுள்ளது.

இதற்காக பல்வேறு திட்டங்களில் ரூ.28 கோடியை ரயில்வே அமைச்சகம் முதலீடு செய்துள்ளது. இதன் மூலம் நாள் ஒன்றுக்கு 440 கிலோவாட் மின்சாரம் உற்பத்தி செய்ய இலக்கு நிர்ணயிக்கப்பட்டுள்ளது.
